A study to develop a model case of evacuation Centre for vulnerable people in Hiroshima

【Overview】

The number of people requiring support in communities continue to increasing and the operation of disaster shelters for vulnerable people will play an important role to minimize the health damage caused by a disaster, consequently aiming to “no one left behind”.

This study aims to clarify the situation regarding the operation of disaster shelters for vulnerable people in Hiroshima. This research will identify issues in preparing and operating evacuation shelters for vulnerable people from both perspectives of administrative (local governments) side and facility side). We also create clear measures to be widely shared with stakeholders for evacuation centre for vulnerable people.

【Method】

Phase 1: Questionnaire survey will be distributed to local governments and facilities where they have signed to set up evacuation centres for vulnerable people. The content of the questionnaire will ask the presence or absence of manuals, the presence or absence of training / training, the status of disaster preparedness, and the status of disaster preparation such as the content of agreements with local governments. The questionnaire to the local governments includes the process of concluding the agreement of evacuation centres, what role each department takes, and what kind of cooperation and coordination with other organizations will be conducted.

Phase 2: Based on the collecting survey data, we will conduct interviews with the facilities and local governments.

Phase 3: We will create a checklist to promote disaster preparedness between the facility side that has a welfare shelter agreement and the person in charge of the administrative district.
